Ministry of Defence Order No. 285 obliges military units to digitise all food procurement files
Document management for food supplies for the Armed Forces of Ukraine and the State Special Transport Service has become mandatory through the DOT-Chain Food system. The relevant changes were introduced by Order No. 285 of the Minister of Defence of Ukraine. This is reported by the portal PromPolitInform, citing information from the Ministry of Defence of Ukraine, based on data from Mstyslav Banik.
Electronic document management covers the entire process of supplying military units, from submitting a food procurement application to signing acceptance certificates. Digitisation aims to eliminate paper bureaucracy and minimise the risk of abuse during product delivery.
The DOT-Chain Food platform has been operational for over two years; however, about 20% of units previously used it only for submitting applications, keeping other processes on paper. The new order moves all interactions between military units, the State Operator for Non-Lethal Acquisition, and suppliers into a digital format.
Mandatory Electronic Documents and Deadlines
Food procurement applications must now be submitted through the system no later than 10 days prior to the delivery date. All communication regarding product ranges and transportation is also conducted in electronic form.
Acceptance certificates for goods will now be signed exclusively using a qualified electronic signature. Furthermore, interaction between suppliers and military personnel responsible for logistics is permitted only within the platform.
Automated Claims and Violation Tracking
To enhance product quality control, the functionality of DOT-Chain Food was expanded in September 2026 to include automated violation reporting. If delivery deadlines, volumes, or product quality are breached, military personnel can attach photos directly to the electronic report.
“This is an important step in reducing the human factor, which will help minimise the risks of abuse,” stated Deputy Minister of Defence of Ukraine Mstyslav Banik.
If violations are registered in the system, contractual penalties will be applied to suppliers. The complete elimination of paper documentation is expected to speed up food logistics and reduce the administrative burden on military units.
