SESU Publishes Requirements for Safe Spaces at Enterprises

Business shelters must support at least four hours of continuous human presence

The State Emergency Service of Ukraine has issued methodological guidelines for setting up safe spaces at business entities, requiring such zones to ensure continuous human presence for at least four hours. The agency emphasized that these premises are not designed to withstand a direct munitions hit. This was reported by Ukrinform, according to the portal PromPolitInform.

In the new document, emergency workers note that such premises must comply with sanitary and fire safety standards, as well as contain reserves of water, food, medicines, and primary fire extinguishing equipment. In addition, the presence of seating or bedding furniture along with autonomous ventilation and communications makes these facilities suitable for prolonged personnel presence.

Location and Engineering Restrictions

Rescuers advise setting up safe spaces exclusively on the ground floors of buildings, avoiding placement near explosive or chemical reservoirs. It is forbidden to run main engineering communications through such spaces, except for internal house networks.

Evacuation and Structural Requirements

The facilities must have sufficient area and at least two dispersed exits for the unhindered evacuation of low-mobility groups. To protect against shrapnel, it is recommended to use anti-shrapnel films, protective screens, as well as gabions and Lego blocks.
