Cabinet of Ministers is developing new industry support tools, including lending and war risk insurance

The government plans to launch a war risk insurance fund in 2027

Prime Minister of Ukraine Serhii Koretskyi discussed new business support mechanisms with representatives of industrial sectors and the defense industry. Key areas include war risk insurance, expansion of lending, and optimization of export logistics. This is reported by the portal PromPolitInform, citing information from the Cabinet of Ministers of Ukraine.

During a meeting with representatives of the engineering, metallurgy, and defense industrial sectors, the parties discussed the creation of a war risk insurance fund model. The launch of this instrument is scheduled for 2027, and the government is currently working on its funding sources.

Financial instruments and lending

To overcome limited access to credit resources, Prime Minister Serhii Koretskyi instructed the Ministry of Economy to coordinate with state banks on launching a program worth up to 1 billion UAH. It provides for a 5.5% interest rate compensation, and the corresponding government resolution has already entered into force.

Regarding the issue of value-added tax refunds, the situation has stabilized following the resumption of international aid inflows. During October, 25.9 billion UAH was paid out to businesses, and 5.6 billion UAH in November, which allowed for the full settlement of debts that previously arose due to a lack of funds in accounts.

Logistics and energy supply

The Ministry of Communities and Territories Development has been instructed to work on the launch of private locomotives on Ukrzaliznytsia tracks to improve logistics. There are also plans to simplify cargo inspection procedures at the border and expand quotas for metal products in the European Union.

The Ministry of Energy, in turn, is working on improving the operating mechanisms for enterprises facing power capacity shortages. The main goal is to ensure stability for factories that meet their electricity needs through imports or their own generation.

State support for manufacturers

Localization policy and the “Made in Ukraine” program remain a priority for the next year. The corresponding funding is included in the draft State Budget for 2027, despite general resource constraints.

“I thank the industrialists and the Federation of Employers of Ukraine for a frank and constructive conversation,” noted Serhii Koretskyi.
