Competitive bidding in the Prozorro system saved UAH 1.5 billion in public funds
The Defence Acquisition Agency State Operator for Non-Lethal Acquisition has contracted over 2,000 buggies for the Ukrainian Defence Forces for the first time. Competitive procurement procedures saved approximately UAH 1.5 billion. This is reported by the portal PromPolitInform, citing information from the Ministry of Defence of Ukraine.
Resources saved through competitive procedures will be redirected to meet other military requirements. The ordered vehicles feature all-wheel drive with a switchable mode and high-capability off-road tyres.
Vehicle Purpose and Operational Advantages
Light mobile buggies ensure high speed and manoeuvrability in off-road conditions. They allow units to move across terrain where heavy equipment gets stuck or becomes overly visible to enemy reconnaissance.
Military units utilize this vehicle type for casualty evacuation, as well as delivering ammunition, fuel, and equipment to remote positions. Additionally, buggies are deployed for reconnaissance tasks, patrolling, and rapidly relocating drone operators and infantry groups.
Procurement via the Prozorro System
To execute the purchase, the Defence Acquisition Agency conducted simplified procedures in the Prozorro electronic system. The entire order was split into 11 separate lots to foster competition among suppliers.
Suppliers are required to deliver nearly all contracted vehicles to the military by December 2026. The implementation of competitive tenders aims to enhance transparency and financial efficiency in defence procurement.
