In 2025, the mobile operator Vodafone Ukraine invested a record 8.7 billion hryvnias in network development and maintenance of stable communication. This is twice as much as the company’s net profit for this period. The main priorities were energy independence of base stations, expansion of gigabit home internet coverage and preparation of infrastructure for the launch of 5G. As reported by the PromPolitInform portal, The Page reports this with reference to the company’s announcement.
In total, during the period of full-scale war (2022–2025), the operator directed more than 24 billion hryvnias into critical infrastructure.
Vodafone’s preparation for power outages and development of 4G network
The company spent half of all its investments to ensure that Ukrainians stay connected even during long power outages. During the year, the operator installed 20 thousand new batteries at its facilities and increased the generator fleet to 7 thousand units. Base stations also began to be massively equipped with solar power plants.
In addition to increasing energy sustainability, the company continued to expand its coverage: during the year, 7.5 thousand new 4G base stations were put on the air.
Financial growth and a boom in energy-efficient Internet
Despite the challenges of wartime, Vodafone demonstrates stable financial growth. According to the results of 2025, the company’s revenue grew by 14% (to 27.8 billion UAH), and net profit reached 4.18 billion UAH. The operator’s network is steadily chosen by 15.4 million Ukrainians, while the number of contract subscribers increased by a third over the year.

A real breakthrough was the development of gigabit home Internet using GPON technology, which allows you to be online for more than 100 hours without electricity. About a billion hryvnias were allocated for the development of this technology. Thanks to this, the coverage of the non-volatile Internet has already reached 2 million households, and the number of real users has increased by one and a half times.
Launch of 5G zones and a new digital corridor in the Black Sea
In parallel with supporting the existing infrastructure, the operator is actively preparing for the implementation of fifth-generation communications and is conducting a large-scale modernization of equipment together with Nokia. In 2025, Vodafone deployed the first pilot 5G zones with speeds of over 1 Gbps in Lviv, Kharkiv and Borodyanka.
Another strategic step was the partnership in the construction of the new Kardesa submarine cable system. This trunk cable will pass along the bottom of the Black Sea and create a powerful digital corridor between Europe and Asia with exit points in Ukraine, Bulgaria, Georgia and Turkey.
