The order of the Ministry of Economy No. 4901 has come into force, which fully meets the requirements of international donors.
According to the order of the Ministry of Economy No. 4901, instead of a point-by-point search for money, a transition was made to the systematic formation of a portfolio of projects within the framework of the reform of public investment management, which fully meets the requirements of international donors. The ministry noted that the main innovation is the approval of Methodological Recommendations, which will become a roadmap for transforming an “idea on paper” into a case ready for implementation. At the same time, the preparation of projects will be managed by special programs – the Project Preparation Facility (PPF).
It is reported that now the selection will take place according to a clear three-level structure, namely:
Strategic level: projects from the Unified Project Portfolio of the State (priority No. 1).
Program level: targeted initiatives (such as modernization of energy networks or development of logistics).
Sectoral level: projects that are critical for the development of specific sectors of the economy.
It is also noted that previously many promising plans remained without funding due to low quality documentation or non-compliance with international standards.
At the same time, the new mechanism should solve this problem thanks to:
Donor trust: foreign partners will see a clear and transparent list of projects.
Turnkey quality: projects will have proper technical and economic justification even before the search for money begins.
Predictability: businesses and communities will understand the planning stages and launch dates of facilities.
“Thus, Ukraine is finally abandoning point solutions in favor of a single investment pipeline. This will allow for faster attraction of resources for restoration and large-scale infrastructure changes,” the Ministry of Economy emphasized.
