Kyiv is preparing to open the export of Ukrainian weapons abroad. This includes, in particular, drones, missiles and combat technologies tested in the war with the Russians. As Fakty writes, this was announced by the President of Ukraine Volodymyr Zelensky. The PromPolitInform portal informs.
Weapons exports from Ukraine: what is known
Volodymyr Zelensky noted that all details have already been agreed at the level of Ukrainian state institutions.
“Currently, our security expertise and weapons, which have been tested by modern war, are of interest to all partners who are able to provide themselves with a real level of protection of national statehood and people’s lives,” the statement said.
He specified that Kyiv offers partners who help Ukraine a special format of cooperation Drone Deals. These are special agreements on the production and supply of Ukrainian drones, missiles, shells and other popular types of weapons, military equipment, software, integration with the defense systems of allies, as well as ensuring Ukrainian expertise and technological exchange.
“Today, I approved the directions of such interstate work and the processing of automatic permits for businesses to export weapons. The procedure is absolutely clear: at the interstate level, based on the principle of reciprocity, we define the framework for security work by means of a corresponding agreement, then the process begins at the level of state institutions and manufacturers. We simplify bureaucratic procedures, maintain a sufficient level of export control and launch practical content for the work of companies,” the Ukrainian leader explained.
According to him, this will allow Ukrainian companies to get a real opportunity to enter the market of partner countries, provided that our military has the right to take the necessary amount of weapons first.
The President claims that the surplus of production capacities in Ukraine for some types of weapons reaches 50%, which is a direct result of both state investments in the defense industry and cooperation with partners.
The Ministry of Foreign Affairs of Ukraine, intelligence and the Security Service of Ukraine are preparing a list of countries where arms exports are impossible due to cooperation with Russia.
The Ukrainian leader recognizes that this is a serious challenge – to prevent our technologies and weapons from falling into the hands of the Russians.
“The National Security and Defense Council of Ukraine will coordinate export processes and will be the guarantor that the needs of the Defense and Security Forces of Ukraine in weapons are met first and foremost, and the surplus is sent for export – what manufacturers can produce in excess of the state order in Ukraine. The Ministry of Defense of Ukraine and the General Staff will determine the volume of needs of the Defense Forces of our state,” he said.
The President of Ukraine added that due to the fact that Ukraine has enormous security expertise, there are “strong opportunities to produce weapons.”
“We also need automatic export permits in such a way that the time for obtaining a permit is clear and does not create a breeding ground for corruption. Our special format of working with partners who help Ukraine – Drone Deals – is already in work with countries from three parts of the world: the Middle East and the Gulf, Europe and the Caucasus,” he listed.
Zelensky also announced that there is an offer for the Americans, but the conditions must be favorable for Ukraine, and there must also be clear control, and the money for exports must help us defend ourselves.
Among other things, the Ukrainian leader warned about changes in the work of certain state-owned companies, which, according to him, are still working “not in the interests of the state and not for the state budget.”
Recall, on April 18, President Volodymyr Zelensky spoke about the Drone Deal – a strategic agreement that Ukraine is currently offering to European partners.
According to him, the Drone Deal includes systemic protection against massive drone attacks. This is a unique system that only Ukraine currently has.
