The Cabinet of Ministers has launched a new stage of simplification of rules in construction, which should change the conditions for developers. The government promises to shorten approval periods and remove barriers that have slowed down the launch of projects for years.
What exactly is changing for developers?
The government has adopted a package of decisions to accelerate the construction and reconstruction of housing, infrastructure and social facilities. As reported by Channel 24, Prime Minister Yulia Svyrydenko announced this. The PromPolitInform portal informs.
Among the key innovations are changes in the field of public procurement. For projects funded by budget funds, a framework agreement mechanism is being introduced. It allows contractors to be selected in advance and not hold separate tenders for each facility.

How will prices and market rules change?
Some changes concern the formation of construction costs. Estimates must take into account real market prices and actual costs, including labor costs.
As noted by the Ministry of Community and Territorial Development, previously, estimates included understated salaries that did not correspond to the market. When calculating for work performed, actual labor costs were also not taken into account. Now the estimated salary will be in the range of about 30 thousand – 60 thousand hryvnias, which is closer to real market indicators in construction.
In parallel, an electronic database of prices for building materials is being launched. It will become a reference point for calculations and will help unify approaches to the formation of estimates in state projects.
The government has also updated the rules for building in airfield areas and coordinated the work of bodies that issue permits. This should eliminate contradictions during approvals and simplify procedures.
In addition, developers will be able to appeal the refusal to issue urban planning conditions. If it is recognized as unfounded, the decision will be reviewed, and the project will not be blocked without reason.
Will this affect the speed of reconstruction?
The package of decisions is part of changes in the field of urban planning aimed at simplifying procedures and reducing delays. The government is betting on the speed of decision-making and clear rules for market participants.
“Entrepreneurs often talk about long deadlines and the lack of a real choice of where to get a service to start construction work. We are introducing an experimental mechanism – the construction customer will be able to choose where to receive administrative services, at the local GASK body or at DIAM. The goal is to create an alternative in the system and speed up the receipt of documents,”

Thanks to the new mechanisms, developers will be able to get approvals faster, choose a convenient body to receive services and not waste time on duplicating procedures. This will shorten the path from preparing documents to the start of construction.
What new construction rules have been introduced in Ukraine?
Simplified construction conditions apply to houses with an area of up to 200 square meters. To start work, a scheme of intentions, which is developed by a certified architect and entered into the electronic system, is sufficient. It is no longer possible to submit documents independently.
Houses with an area of up to 500 square meters are also being built according to a simplified procedure, but only as individual, garden or summer cottage objects. To do this, you need to obtain a construction passport, which determines the main parameters of the development of the site.
