Documentation of war crimes committed by the Russian Federation is ongoing.

An indictment has been referred to court against a 34-year-old serviceman of the Russian Armed Forces under Part 2 of Article 438 of the Criminal Code of Ukraine. On his order, during the occupation of the Sumy region, a tank fired a shot that resulted in the death of a civilian. The identity of the tank commander was established with the assistance of the analytical department of the Main Intelligence Directorate of the Ministry of Defense of Ukraine.

  • The suspect

Vyacheslav Mykolayovych Izgrebin (https://russian-torturers.org/profile/284) (born February 6, 1992) — a native of the village of Alekséno, Poshekhonsky District, Yaroslavl Region of the Russian Federation.

At the time of the invasion, he was serving in military unit 58198 — the 1st Tank Regiment of the 2nd Motor Rifle Division of the 1st Tank Army of the Western Military District of the Armed Forces of the Russian Federation (military unit 58198).

He was a tank commander. His military rank was senior sergeant.

  • Circumstances of the crime

On February 27, 2022, when Izgrebin’s unit stopped on a field road between the villages of Hirne and Opolonske in the Sumy District, he ordered the crew to open fire from a 125 mm tank gun at a residential house in the village of Stare Selo.

A 61-year-old resident who was near the gate of his household sustained shrapnel injuries as a result of the detonation of a high-explosive fragmentation tank shell and died.

In February 2026, the Russian national was formally notified of suspicion, after which he was declared wanted.

The indictment was approved by the Sumy District Prosecutor’s Office and submitted to court on April 30, 2026.

The pre-trial investigation was carried out by investigators of Police Department No. 4 (Sumy) under the procedural supervision of the Sumy District Prosecutor’s Office, with operational support from the criminal investigation unit in cooperation with the Security Service of Ukraine.

The criminal proceedings were entered into the Unified Register under number 12022200480000375 dated March 1, 2022.
