Since the beginning of the full-scale invasion, law enforcement officers have cancelled 6.5 thousand illegal resolutions of military medical commissions. Checks were carried out as part of efforts to counter abuses in the work of TCK and SP. This was reported by Ukrinform citing Tsenzor.net, according to the portal PromPolitInform.
More than 25.6 thousand conclusions of local commissions were upheld by the Central VLK, while 1.6 thousand have been sent for re-examination without automatic cancellation. This was reported by acting head of the National Police of Ukraine Maksym Tsutskiridze.
Common methods of falsification
Most often, within the framework of the exposed schemes, diagnoses related to diseases of the musculoskeletal system, cardiovascular and neurological systems were falsified. Cases involving fictitious mental disorders or diseases of the organs of vision and hearing were also recorded.
“We are not checking the diagnosis on paper itself, but whether it is confirmed by real examinations, treatment, and medical data,” Maksym Tsutskiridze emphasized. According to him, the perpetrators used two main approaches: entering false information into real files or producing complete forged documentation for money.
Individual approach in investigations
The investigation does not consider every VLK conclusion that comes to the attention of law enforcement officers to be automatically illegal. Maksym Tsutskiridze noted that each case is examined separately to avoid erroneous cancellation of decisions regarding individuals with real serious pathologies or injuries.
The exposure of abuses should not become a tool for pressuring the entire system of medical examinations or forming a presumption of guilt for all those recognized as unfit. If documents confirm the state of health, and the decision was made in accordance with procedures, there are no grounds for its cancellation.
The police also check cases where people with real contraindications were groundlessly recognized as fit for service. In case of challenging the actions of law enforcement officers in courts, this is viewed as a legitimate mechanism for controlling the validity of investigative actions.
