The European Union must build up its own defense capabilities
German Chancellor Friedrich Merz stated that there are no signs indicating Moscow is ready for serious negotiations to end the war. He made these remarks on September 9 during a joint press conference with European Council President Antonio Costa in Berlin. This was reported by Ukrinform, according to the portal PromPolitInform.
The German government and international partners have long proposed diplomatic avenues to bring the conflict to a close. However, the russian leadership rejects these initiatives, remaining closed to any meaningful dialogue. The federal chancellor delivered these remarks during a media briefing in the German capital.
Germany and its allies will not abandon their efforts to achieve a diplomatic settlement. All assistance provided to Ukraine aims to stop the war rather than prolong it, encompassing both support for Kyiv and all available diplomatic channels.
Advisers Meeting in Kyiv
The chancellor noted that national security advisers were present in Kyiv on Saturday for talks with the Ukrainian government and President, alongside delegates from the United States.
Merz and Costa also discussed the expansion of the European Union during their meeting. Berlin intends to advance integration decisions specifically regarding Ukraine, Moldova, and the Western Balkans.
EU Financial Framework
The German leader addressed the ongoing debate over the EU budget, stating that a 20th-century budget cannot solve 21st-century problems. Europe requires a modern financial structure that reflects contemporary political priorities.
Competitiveness and defense capabilities remain top priorities for the bloc. Europe can only thrive globally through its own economic and military strength.

He expressed a firm intention to conclude complex negotiations on the multiannual financial framework, set to take effect in 2028, by the end of the current year.
