New criteria for removing displaced persons from the register without their personal request
Starting October 22, 2026, internally displaced persons may be automatically removed from the register due to extended stays outside the country. The changes are part of Law No. 4924-IX concerning the rights and freedoms of displaced persons. This was reported by RBC-Ukraine (Катерина Коваль), according to the portal PromPolitInform.
New legislative changes set a limit on the time IDPs can spend outside Ukraine. Exceeding the threshold of 90 consecutive days or 180 days in total over a calendar year will serve as grounds for removing a person from the register without them having to file an application.
However, this rule is not absolute, as there are cases considered valid reasons for staying abroad. The government is currently developing a list of such circumstances and setting permissible time frames that allow individuals to retain their status despite long-term absences from the country.
Grounds for IDP status loss
Besides relocation, the law provides other conditions for automatic deregistration. These include failing to notify social protection authorities about returning to the previously abandoned place of residence or providing false information during initial registration.
Furthermore, status is lost if a conviction enters into force regarding crimes against national security or for justifying the armed aggression of the rf. Should the circumstances that led to deregistration change, citizens retain the right to re-initiate the procedure to restore their status.
Changing the status confirmation format
Effective October 22, the mechanism for documenting an internally displaced person’s registration is also changing. Traditional paper certificates will be replaced by an extract from the state register; however, existing paper documents will remain valid following the introduction of the new rules.
