As part of preparations for the autumn-winter period, the National Energy and Utilities Regulatory Commission provided clarifications regarding the responsibility of residents and property managers for the condition of engineering networks. Proper maintenance of internal building systems is a necessary condition for ensuring efficient heat supply and preventing emergency situations during the cold season.
The regulator focuses on checking the integrity of radiators, inspecting pipelines for leaks, and checking the condition of shut-off valves. In addition to technical aspects inside apartments, it is important to pay attention to the insulation of common areas, in particular entrances and technical floors where communication nodes are located.
Technical preparation measures
Experts emphasize that timely diagnostics of the heating system allows for avoiding significant heat energy losses. Homeowners are advised to ensure free access to heating appliances and check that seals on windows and door frames are in good condition to minimize heat loss.
The NEURC also reminds about the need to check the readiness of individual metering units, if installed, and their calibration if the inter-calibration interval has expired. This will allow avoiding discrepancies in service billing after the heating supply begins.
