Senior officer ranks were awarded to the Deputy Defence Minister and a corps commander
President Volodymyr Zelenskyy has granted the rank of brigadier general to two military personnel. The respective decrees were officially published on September 30. This was reported by Ukrinform, according to the portal PromPolitInform.
The head of state’s personnel decisions are formalised in decrees No. 983/2026 and No. 984/2026. According to the documents released on the President’s official website, the promotions were awarded to representatives of the defence department leadership and army units.
Promotions within the Ministry of Defence and the Ground Forces
The honorary rank of brigadier general was awarded to Mykola Shvydkyi, who serves as Deputy Minister of Defence. Previously, the officer held the rank of colonel.
A similar rank was granted to Emil Ishkulov, who commands the 11th Army Corps of the Operational Command “East” of the Ground Forces of the Armed Forces of Ukraine. As with the Deputy Minister, the officer’s previous position corresponded to the rank of colonel.
These changes within the senior officer corps are part of a series of awards and new military rank promotions for representatives of the ZSU. Earlier, the head of state also made decisions regarding the assignment of honorary names to specific units performing combat missions.
