More than two thousand vehicles were sold for 1 UAH in the first eight months of 2026
About 92% of the Ukrainian used car market operates in the shadow, causing losses of approximately 20 billion UAH. In the first eight months of 2026, 2,026 vehicles were officially sold for 1 UAH, while another 84,000 were sold for less than 50,000 UAH. This was reported by Delo.ua citing Danylo Hetmantsev, according to the portal PromPolitInform.
The issue of selling vehicles at artificially deflated prices remains critical despite repeated directives given to law enforcement and regulatory agencies. According to the head of the parliamentary committee, the market situation has seen almost no change over the past year.
Scale of shadow schemes
An analysis of certain networks’ operations for the first half of 2026 reveals a significant discrepancy between the number of listings and officially recorded transactions. For instance, Global Auto Logistic posted 8,784 listings and marked 1,039 vehicles as sold, yet official Ministry of Internal Affairs records show only 131 vehicles sold with 731,000 UAH in taxes paid.
A similar trend appears at Boss Auto, where out of 511 vehicles marked as sold, only three passed through official statistics, with tax payments totaling 1.06 million UAH. Regarding Pan American, 139 vehicles were marked as sold, while the Ministry of Internal Affairs system registered no sales and tax payments of 31,700 UAH.
Tax enforcement
Special attention is drawn to the use of private entrepreneurs (FOPs), who process large financial turnovers while reporting a minimal number of official sales. Danylo Hetmantsev has called on the State Tax Service and the Bureau of Economic Security to intensify audits of real transaction values and ensure full tax compliance.
Statistics indicate that a significant share of market offerings is concentrated among a small group of players. Specifically, 16 car networks account for about 35% of all transport sales listings this year, despite clear indicators of shadow business practices.
