The state provides support for the purchase of solid fuel for the 2026-2027 heating season
Ukrainian citizens who heat their homes with solid fuel are eligible for a state subsidy or benefit for the purchase of coal, firewood, or liquefied gas. Assistance is granted once per heating season upon the applicant's request. This is reported by the portal PromPolitInform, citing information from Main Directorate of the Pension Fund of Ukraine in Zhytomyr Oblast.
The right to financial support is granted to individuals whose residential premises are not connected to central heating and do not use electricity or natural gas for heating. In addition to the main fuel payment, households may simultaneously receive subsidies or benefits for the payment of utility services, including water supply, waste collection, and electricity supply.
To apply for a solid fuel subsidy, the applicant must submit a standard application form and a declaration of income and expenses. The procedure involves an assessment of the family’s total income; however, this restriction does not apply to certain benefit categories. In particular, exceptions are made for combat veterans, war veterans, persons with disabilities resulting from the war, and family members of deceased Defenders of Ukraine.
Those wishing to receive a benefit for the purchase of fuel must provide an application and a certificate verifying the presence of a stove-based heating system in the house. A mandatory requirement for this category of citizens is to be registered in the Registry of Persons Entitled to Benefits. Requests are processed once a year before the start of the heating season.
Under the state program “Winter Support,” residents of specific territorial communities can count on additional assistance from international partners. These funds may be used, in particular, to cover expenses related to cold-weather preparations and the purchase of solid fuel.
