Administrative service centres have expanded options for housing compensation applications
The Cabinet of Ministers of Ukraine has updated the list of services provided by Administrative Service Centres (CNAPs), prioritizing housing compensations for service members. Simultaneously, the procedure for confirming direct participation in the country's defense has been removed from the mandatory list of services provided by these centers. This was reported by Sudova-yurydychna hazeta citing the Cabinet of Ministers of Ukraine, according to the portal PromPolitInform.
According to government decree No. 1262 of October 15, 2026, the functionality of Administrative Service Centres has undergone significant adjustments. The innovations are primarily aimed at supporting war veterans, their family members, as well as foreign citizens and stateless persons who participated in hostilities on the side of Ukraine.
For foreign defenders and stateless persons, CNAPs will now mandatorily provide services for applying for combatant status, recognizing war-related disabilities, and handling the procedures for stripping such statuses. It is important to note that the centers only process documentation, while decisions regarding the granting of these statuses remain the competence of relevant state authorities.
New Opportunities for Housing Programs
In addition to working with foreign volunteers, the government has expanded the range of services related to providing housing for veterans and their families. The mandatory list of CNAP services now includes the assignment of cash compensation for eligible housing units, as well as similar payments for internally displaced persons who are also defenders.
Previously, the service for veteran-refugees was available, but fell under different social protection categories. Now, all issues regarding housing payments are consolidated into a separate block: “War Veterans and Their Family Members.”
Abolition of Obsolete Procedures
The procedure for establishing the fact of direct participation in the defense of the state has been removed from the list of mandatory CNAP services. As explained by the Ministry of Veterans Affairs of Ukraine, this step was caused by the expiration of the resolution that regulated the activities of the interdepartmental commission for civilian volunteers. The relevant service has been archived in the state’s Guide to Public Services.
The ministry emphasizes that the removal of this function from CNAPs does not mean that confirming participation in hostilities is no longer necessary for receiving other social guarantees. Depending on the status type, applicants should address their requests directly to military units, departmental commissions, or structural units for veteran policy. All necessary consultations regarding procedures can be obtained by calling 15-28.
