The practical evaluation phase took place directly at the Lviv Customs facilities
The State Customs Service of Ukraine, together with World Customs Organization experts, has begun analyzing goods clearance procedures using a new methodology to minimize the human factor. In 2025, 21,8% of entrepreneurs interacting with customs reported a corruption experience, down from about 35% in 2022–2024. This was reported by Delo.ua citing the State Customs Service of Ukraine, according to the portal PromPolitInform.
Ukrainian customs is introducing process mapping, which involves a detailed breakdown of operational sequences and decision-making. This approach helps clearly distribute powers and responsibilities among the agency’s personnel.
The practical inspection was conducted directly at the facilities of Lviv Customs. Specialists traced the actual movement of cargo through a checkpoint and analyzed export and import clearance stages.
Cargo Scanning
During the assessment, special attention was paid to the use of scanners and other technical control tools. This equipment aims to reduce the necessity of official intervention in operational procedures.
Cooperation with the World Customs Organization will also encompass the development of a Code of Ethics. International experts will be engaged in its preparation to incorporate professional standards of integrity.
