Systemic Generation Deficit: Mass Attack Halts Another DTEK Power Plant and Leaves Four Regions Without Power

Over 900 settlements in Zhytomyr Oblast left without electricity after overnight strikes

Systemic strikes on Ukraine’s energy infrastructure have entered a phase of cumulative grid exhaustion. Russian forces carried out a fresh series of targeted attacks on generation and distribution assets across multiple regions of Ukraine. The most severe consequences are concentrated in the thermal generation sector, which is critical for load balancing during morning and evening peak demand periods.

According to DTEK’s official Telegram channel, one of the company’s thermal power plants has completely halted electricity generation following a mass drone and missile strike. Severe damage to the technical complex and equipment forced the operator to fully suspend generation operations. This incident has further deepened the already critical situation in the energy system, as maneuverable capacity is being lost faster than it can be restored.

Over 230 Attacks on Dispatchable Generation

The shutdown of another plant is a logical outcome of the prolonged campaign to destroy baseline infrastructure. DTEK reported that its thermal power plants have sustained over 230 attacks since the onset of the full-scale invasion. Repeated strikes on the same locations prevent energy workers from completing major repairs and building necessary resilience ahead of seasonal peak loads.

Simultaneously with attacks on large-scale generation assets, the enemy struck distribution networks and regional power hubs. This triggered synchronized local blackouts across western, northern, and southern regions, complicating electricity redistribution between areas.

Widespread Outages from Zhytomyr to Odesa

Zhytomyr Oblast suffered the most extensive outages. The regional military administration reported on Telegram that over 900 settlements were left without power following overnight Russian strikes. The attacks damaged not only energy infrastructure but also civilian property, including six private households. Emergency backup power has been activated for critical facilities, and Resilience Points have been deployed across the region.

Rivne Oblast was also hit. Oleksandr Koval, head of the Rivne Regional Military Administration, reported the aftermath of the overnight attack. According to his statement, the region experienced partial blackouts due to damage to energy facilities, residential buildings, and commercial enterprises. One northern settlement in the region endured seven consecutive air strikes.

Strikes on Southern Power Infrastructure

Southern Ukraine saw attacks on distribution infrastructure. The Odesa Regional State Administration reported on Telegram that Russian forces targeted a DTEK Odesa Electric Grids facility. The strike hit production capacity of the distribution system operator, which supplies power to the southern part of the oblast.

In addition to energy assets, civilian infrastructure in Odesa’s recreational zone was damaged. According to the Odesa Oblast Military Administration, four buildings of a former tourist resort suffered partial destruction from shrapnel impacts. No casualties were reported in any of the affected regions, and repair crews are operating around the clock.
