Shifting consumer activity: why Kyiv restaurants are losing clients, while Lviv’s are not

In Kyiv and Dnipro, visitor traffic has fallen by 30%, while Lviv venues report growth

In Kyiv and Dnipro, catering venues have seen a 25-30% decline in footfall due to intensifying Russian attacks. Meanwhile, the restaurant sector in Lviv has experienced a 20% growth in demand, driven by the influx of internally displaced persons. This was reported by RBC-Ukraine (Василина Копитко), according to the portal PromPolitInform.

The situation in the capital is inconsistent and depends on the geography of the business. The most vulnerable spots include facilities in Lukianivka, which has been hit by enemy strikes multiple times, as well as venues located within shopping malls. In some locations, the drop in client traffic reaches 50%, although some market players have managed to maintain their previous performance levels.

Air raid alerts have a significant impact on operational stability. Frequent disruptions lead to a loss of loyal audience: customers tend to choose competitors who provide uninterrupted service, even after the original venue resumes its operations.

Restaurant market geography

A similar negative trend is observed in Dnipro, where demand for catering services has fallen by 30%. In Odesa, the situation appears more restrained, yet the overall trend toward Western Ukraine remains positive. In Lviv and adjacent regions, there is an increase in the number of visitors, linked to the movement of citizens from central and northern regions.

Changes in the client base structure have positively impacted the revenues of Lviv restaurant owners. A significant share of visitors in the city’s central districts consists of people who have temporarily relocated and are actively using local hospitality services.

Impact of air threat signals

Regulatory safety policy has become a decisive factor for business operations. Since September, Ukraine has implemented a differentiated response approach: under a “yellow” alert level, corresponding to drone attacks, entrepreneurs are allowed to independently determine their operating mode. Conversely, a missile threat (“red” alert) requires a complete suspension of services.

Starting December 4, new requirements for businesses come into force. Operations during a “yellow” alert will be permitted only if a safe space is available. This implies the mandatory presence of an on-site shelter or a signed agreement to use a shelter facility located in immediate proximity to the venue.
