Cash balances in local budget accounts have increased 1.8 times since the beginning of the year

In October 2026, the Ministry of Finance of Ukraine fully executed the budget schedule by transferring UAH 22.5 billion in transfers to local budgets. These funds were directed to the general funds of local budgets to ensure the financing of priority expenditures. This is reported by the portal PromPolitInform, citing information from the Cabinet of Ministers of Ukraine.

Within the framework of intergovernmental fiscal relations, the ministry ensured one hundred percent financing of the obligations provided for October. In particular, the amount of the transferred basic grant was UAH 2.6 billion, while additional grants reached a figure of UAH 1.7 billion.

Financial status of local budgets

As of the beginning of November 2026, the volume of funds accumulated in the accounts of local budgets and their subordinate budgetary institutions reached UAH 170.1 billion. This resource is distributed between general and special funds.

The recorded indicator points to a significant increase in capitalization at the local level compared to the start of the current year. Thus, the balances increased by UAH 74.9 billion, which is 1.8 times higher than the volumes available as of January 1, 2026.

Use of budgetary resources

Existing financial capabilities allow local self-government bodies to continue stable financing of priority needs. The accumulated assets serve as a source for covering expenses necessary to maintain the livelihoods of territorial communities and the operation of public sector institutions.
