Ukraine and IMF begin work on the second and third reviews of the EFF program

Within the framework of the EFF program review, the parties are aligning budget indicators for 2027

Ukraine is initiating negotiations with the International Monetary Fund as part of the second and third reviews of the EFF program. Following the successful implementation of the agreements, the state expects to secure a tranche of 1.67 billion dollars. This is reported by the portal PromPolitInform, citing information from the Cabinet of Ministers of Ukraine, based on data from International Monetary Fund.

The initiated consultations involve comprehensive work by the Fund’s mission with representatives of the Ukrainian government and key financial regulators. In particular, experts from the Ministry of Finance and the National Bank of Ukraine will coordinate with international experts on fiscal strategy parameters, measures to de-shadow the economy, and prospects for attracting external financing for 2027–2028.

Budget guidelines for 2027

A separate item on the agenda was the draft State Budget for the next year, which has already been approved by the Verkhovna Rada in the first reading. The government plans to refine the budget before the second reading, taking into account recommendations received as a result of negotiations with Fund representatives.

“It is important to have aligned parameters for all key indicators and volumes of external financing. The budget must be balanced, meet the challenges of wartime, and ensure funding for the state’s priority needs,” Prime Minister Serhii Koretskyi emphasized during his conversation with Director of the IMF European Department Mateusz Szczurek.

Expected results of cooperation

In addition to budget indicators, the parties will focus on reforming the financial sector and ensuring overall stability of public finances. The head of the Ukrainian government expressed gratitude to the IMF for its unwavering support and voiced hope for a constructive dialogue, which should result in further strengthening the state’s economic resilience amidst ongoing aggression.
