From 3400 to 6900 euros: how salaries in the German public sector are formed

In the public sector of Germany, salary levels are regulated by collective agreements, where the amount depends on the tariff group, seniority, and specialization. As of November 2026, figures range from approximately 3,400 euros for technical staff to nearly 7,000 euros for high-level specialists. This was reported by Novosti Germanii, according to the portal PromPolitInform.

In the German public sector, which employs about 5.5 million people in total, salaries are rarely a subject for individual negotiations. The amount of remuneration is clearly defined by legislation or industry agreements, which are often encoded in job postings. Understanding these abbreviations allows a potential employee to estimate the expected income in advance, taking into account their qualifications and experience.

Income calculation mechanics

The remuneration system is based on a combination of a collective agreement (Tarifvertrag), a tariff group (Entgeltgruppe), and a seniority level (Stufe). For example, a bus driver at the Berlin company BVG receives a base rate of over 3,200 euros, which, taking into account mandatory bonuses, exceeds 3,460 euros, excluding additional payments for night shifts or holidays.

For more complex positions, such as a technical project manager in Nuremberg, significantly higher pay ranges are provided: from 4,415 to 6,900 euros gross per month. In the case of part-time employment, as with social workers, the final amount is adjusted proportionally to the time worked according to the relevant salary scale.

Types of collective agreements and employee status

Codes in advertisements starting with “TV” indicate the specifics of employment conditions. There are separate tables for federal employees (TVöD Bund), state employees (TV-L), transport workers (TV-N), or medical personnel (TVöD-P). It is important to note that the legal status of an employee can vary: there is a division between hired employees with an employment contract and civil servants (Beamte), whose remuneration is regulated by direct legal norms.

When determining a future salary, the employer independently assesses the candidate’s previous professional experience to establish the starting seniority level. Experts recommend clarifying classification issues before signing a contract, as previous work in the private sector or abroad is not always automatically taken into account when determining the initial level in the tariff grid.
