Where Ukrainians are receiving treatment: Top 3 private free family medicine clinics

As of February 17, 2026, 30.3 million Ukrainians had completed declarations with free primary care physicians. Of these, 2.3 million chose family doctors working in private medical institutions. This was reported by the Ekonomichna Pravda newspaper, as reported by the PromPolitInform portal.

It is noted that among private clinics, the leaders in terms of the number of signed declarations are:

the Likuyu medical center chain, with 83,500 patients having signed agreements with its physicians.

Ukrmedgrupa, with 69,500 declarations.

Medical Service, with 68,900 registered agreements.

It is reported that the 2026 state budget has allocated UAH 191.6 billion for the implementation of the medical guarantees program. The National Health Service of Ukraine funds medical institutions using a capitation principle—paying a fixed amount for each patient, regardless of the number of visits. The base rate in 2026 is UAH 1,007.3 per person per year, compared to UAH 844 in 2025.

It is also noted that the base capitation rate is an average figure. The final amount a medical institution receives for a specific patient is determined using risk coefficients. Higher coefficients are applied for children and the elderly, as they seek medical care more frequently. For young and adult patients, the coefficient is lower due to the lower need for doctor visits.
