How much public transport in Kyiv actually costs – explanation from the Kyiv City State Administration

The Kyiv City State Administration explained how much it actually costs to travel in the Kyiv metro and surface transport. This was reported by Village citing “Ekonomichna Pravda” according to the Prompolitinform portal.

The cost of transporting one passenger in 2025 was 43.68 hryvnias in the Kyiv metro and 23.20 hryvnias in the surface transport operated by Kyivpastrans. Currently, the fare for public transport in Kyiv is 8 hryvnias.

Different regulatory approaches apply to the metro and surface transport, which is why the cost calculations differ, the administration noted.

For Kyivpastrans, fares are set based on recommendations from the Ministry of Transport and the procedures for forming tariffs for urban electric and road transport, the administration added.

At the same time, depreciation is included in the cost in both cases [it reflects the wear and tear of infrastructure and rolling stock, enabling planning for renewal]. However, for bus transport, it is not included for part of the fleet and facilities purchased or repaired using the city budget.

For the metro, depreciation is included in planned costs as it serves as a source of financing for capital investments. In 2025, it increased to 6.09 billion hryvnias from 5.02 billion hryvnias in 2024.

For Kyivpastrans, the amount of depreciation included in costs was 1.76 billion hryvnias in 2024 and 1.70 billion hryvnias in 2025.

On public transport fares

Current public transport fares in Kyiv have not changed since 2018 and remain the lowest in Ukraine, according to Klitschko.

In September 2025, Vitali Klitschko stated that fare increases would not be considered until the end of the war. At the same time, the NGO “Passengers of Kyiv” believes that fare increases are necessary, as they would reduce the burden on the budget and allow funds to be directed toward modernizing transport infrastructure. However, in April 2026, Klitschko said that public transport fares are still planned to be reviewed.

Without fare increases, the city will not be able to cover the real costs of electric transport: metro, trams, and trolleybuses, wrote blogger Anna Minyukova.

Earlier, it was reported that starting April 25, Ukrzaliznytsia is introducing flexible ticket pricing.
