While lifecell records an increase in the average monthly consumption of 4G traffic per subscriber by 37% and an increase in total VoLTE traffic by 152%, the parent company DVL continues not to publish the company’s real results. This is reported by MZU – Mobile Communications of Ukraine, according to the PromPolitInform portal.
At the beginning of 2025, Mykhailo Shelemba, raising communication tariffs, spoke about a three-year network construction plan: about 1,000 new BSs each year and the modernization of about 1,000-1,500 more.
Today the company reports that during the year the operator built and modernized a total of 1,617 base stations.
Let’s try to figure out how this plan was implemented in 2025.
- ~ 700 BSs were modernized in Kyiv – a 2025 project, where the company’s management itself recognizes the need for a global upgrade of the capital’s network, but currently offers only a point, budget solution.
- ~ 550 new BSs were built in 2025, according to our team’s assessment. One could assume that the reason for the implementation of only 1/2 of the plan was blackouts, but, according to our observations, there was almost no construction in the first half of the year.
- ~ 370 BSs were “modernized” in other regions of the country. Most likely, this includes the launch of L2100 on BSs with 3G, and the introduction of L900 where only 2G previously worked.
In short:
– 550/1000 – new BS by 2025,
– 1070/1500 – modernized BS by 2025.
