In 2025, the Verkhovna Rada Commissioner for Human Rights, Dmitry Lubinets, received more than 6,000 complaints about violations of mobilization. This is the most pressing issue the Ombudsman has faced in the past year.
He said this on May 13, reporting in parliament on his work, informs the portal PromPolitInform.
According to Lubinets, the number of applications for violation of rights during mobilization by Territorial Centers for Manning and Social Support, compared to 2022, increased 333 times last year.
“Unfortunately, we continue the shameful practice of using balaclavas, illegal use of force, beatings. They even went so far as to kill civilians of Ukraine in the premises of the CCC. We have failed all the instructions received by the relevant structures regarding a radical change in the mobilization. Unlike many who publicly comment that in conditions of full-scale aggression we cannot change this system, I strongly disagree,” Lubinets said.
The Ombudsman stressed that he urgently requires the creation of a working group at the level of the Ministry of Defense, which will personally include the Commissioner for changes in the mobilization process.
“We have a recipe for how to urgently change this situation,” he added.
In total, according to Lubinets, in 2025, 152,592 appeals were received in his address. Since 2022, this figure has grown 3.6 times. 4785 monitoring visits were made – 42% more than in the previous year.
The Office of the Commissioner opened 6161 proceedings, prepared 151 submissions, compiled 35 protocols on an administrative offense. 3240 proposals for draft regulations were also provided.
Among the main categories who appealed to the Ombudsman are families of prisoners of war and missing persons, veterans, internally displaced persons, people with disabilities, pensioners and children.
From the military and employees of the security and defense sector received 5361 appeals. They mainly relate to the appointment of payments to the wounded and problems related to the unauthorized abandonment of military units.
“It remains problematic due to the fact that there is no normative regulation of rotations. Our soldiers have been on the front lines for months. We need to establish clear terms of stay at the front, guarantee rotation and ensure payments to the wounded for the entire period of treatment,” Lubinets added.
According to him, 2,077 appeals came from veterans and their families. The main violations are monetary support and illegal limitation of pensions, delaying the establishment of disability.
