Over 63% of Ukraine's general budget fund is directed toward defense
In January–July 2026, general fund expenditures of Ukraine's state budget for the defense and security sector reached 1.63 trillion UAH. This figure exceeds the results of the same period last year by 20%. This is reported by the portal PromPolitInform, citing information from the Verkhovna Rada.
Financing for the defense sector during the reporting period accounted for more than 63% of all general fund expenditures of the state treasury. For comparison, 1.36 trillion UAH was directed to these purposes in the first seven months of 2025, reported Roksolana Pidlasa, head of the Verkhovna Rada Committee on Budget.
According to the official, the need for a constant increase in budget allocations for military requirements is driven by several factors. These include inflationary processes, the expansion of the personnel strength of the defense forces, as well as the necessity of providing social payments to the families of military personnel and purchasing modern weaponry.
Financial support for defense forces
Roksolana Pidlasa assured that the current situation regarding payments for military salaries is under control, and there are no risks of delays during the autumn. The parliament and the government are continuing active work to find additional funding sources to cover the defense deficit.
In June 2026, legislators already passed a decision to increase expenditures for the needs of the army by 1.56 trillion UAH. Of this amount, 174 billion UAH is allocated exclusively for the salaries of military personnel.
Mechanisms for covering expenditures
In addition to direct budget allocations, a special reserve of 144 billion UAH is active within the defense financing system. Additional resources are also generated by reallocating funds from other programs that were not used for their intended purpose.
