On September 4, the Cabinet of Ministers issued a resolution on a new division of airstrikes and changes to the rules for the operation of enterprises. During a drone threat, businesses will temporarily be able to operate without equipped shelter, and citizens will decide whether to visit such establishments themselves. This was reported by UA.NEWS, the PromPolitInform portal reports.
What is the difference between the threat levels:
Red level: declared in the event of a missile, missile-drone, or massive drone threat.
Yellow level: set in the event of a drone threat.
How will business and educational institutions operate:
At the yellow level, businesses can operate with temporary or permanent shelter for staff and visitors.
If there is no shelter, enterprises can work in agreement with the labor collective for up to three months from the date of entry into force of the resolution, while the stay of visitors is at their own discretion.
The educational process in educational institutions during the yellow level is suspended if they do not have equipped shelters.
Recommendations for regions and transport:
The Dnipropetrovsk, Kharkiv regional and Kyiv city state administrations are recommended to ensure full operation of the metro at the yellow level (in particular through the above-ground sections to the underground stations) and limited operation at the red level, as well as to increase the number of ground transport if necessary.
The military command and administrations are recommended to introduce a curfew from 1:00 to 5:00 within a week, taking into account the security situation.
The Ministry of Digital Affairs, together with other departments, must ensure the modernization of the Unified State Web Portal of Electronic Services for informing about threats by December 1, 2026.
Existing mobile applications for informing about air threats must receive relevant data from the systems of the Ministry of Defense and the Armed Forces of Ukraine within one day.
The Ministry of Defense, together with the General Staff, must determine the maximum excess pressure of an explosion for the yellow level within ten days, and the ministries must prepare the necessary recommendations and draft acts on mass events, railway operations, and legislative changes.
