The average debt of large taxpayers is 470 times higher than the national average

As of July 1, 2026, the total tax debt of large Ukrainian companies reached 19.94 billion hryvnias. This accounts for approximately 8% of the total debt of companies to the state budget. This was reported by UkrRudProm, according to the portal PromPolitInform.

Despite a relatively small share in the total volume of debts, large taxpayers exhibit the highest average debt figures per legal entity. For comparison, the average debt level for all Ukrainian companies is about 1.2 million UAH, while these figures are significantly higher in the large business segment.

Tax administration indicators

Within the Eastern Interregional Department of the STS, which oversees large taxpayers, the average debt amount is approximately 561.2 million UAH per entity. The Western Interregional Department records a figure of 478.8 million UAH per company.

Thus, the average debt of a large taxpayer in the Eastern department is almost 470 times higher than the national average. The bulk of the total national debt, which stands at 263.32 billion UAH, is attributed to a much broader group of small and medium-sized enterprises.

Data access restrictions

The names of the largest corporate debtors remain closed to the public. This is due to restrictions on disclosing certain public information of the State Tax Service, which were introduced following the start of the full-scale war.
