Economy Minister Oleksandr Kravchenko names three sources to support the budget during the war

The government plans to attract 30 billion dollars in international aid and private investment

Minister of Economy and Environment of Ukraine Oleksandr Kravchenko has outlined a strategy for financing the economy under martial law. The main instruments are to be international funds, budget resources, and the attraction of private capital. This was reported by Glavcom, according to the portal PromPolitInform.

During the Yalta European Strategy (YES) conference in Kyiv, Oleksandr Kravchenko emphasized that for business stability, the state must act comprehensively. The key priority remains the integration of Ukraine into the European space, which is a necessary condition for opening access to foreign capital.

International financing and budget reserves

The government expects to receive about 30 billion dollars within the framework of current support programs. At the same time, line ministries are conducting a review of the state budget to direct funds toward assisting enterprises affected by russian attacks.

Plans are in place to expand insurance mechanisms and concessional financing for the affected business sector. Detailed parameters for filling the insurance fund will be coordinated during the upcoming budget cycle with the participation of parliamentarians and business representatives.

Attracting private capital

An important component of economic recovery, according to the minister, is active work with private investors right now. Kravchenko noted that the state must use risk mitigation tools, such as the American DFC, to stimulate investment projects.

“We have to assemble this like a puzzle to ensure proper risk reduction for private capital,” said Oleksandr Kravchenko. All three sources—international aid, the state budget, and private funds—must function as a single state support system.
