$2.2 million bribe for the right to build military housing: developer’s accomplice detained

The court ordered the suspect to be remanded in custody with a 4.5 million UAH bail option

NABU and SAP have detained a construction company owner who was evading investigation in a multi-million dollar bribery case. The individual is suspected of aiding and abetting the receipt of funds for granting the right to build for the military. This was reported by Ukrinform citing the Telegram channel of NABU, according to the portal PromPolitInform.

NABU and SAP operatives have detained the owner of a construction company involved in a corruption scheme surrounding the construction of housing for the needs of the Armed Forces of Ukraine. The man had been evading law enforcement agencies since being notified of the suspicion in July 2026, remaining on the wanted list for over 2.5 months.

By court order, a preventive measure has been selected for the suspect. He was remanded in custody, but an alternative was set in the form of a 4.5 million UAH bail.

Details of the corruption scheme

Law enforcement officials uncovered this scheme in July 2026. The investigation established that the key figure in the case is an official of the ZSU, who recruited accomplices to obtain illegal benefits from businessmen. The total amount of the unlawful reward for the right to conduct construction work was estimated at 2.2 million USD.

According to case materials, the lion’s share of this amount — 1.5 million USD — was intended directly for the official of the Armed Forces of Ukraine. The remaining funds were distributed among the participants of the criminal plan.

Transfer of funds

Detectives recorded instances of receiving funds over an extended period. The transfer of bribes in cash took place from March 2021 to July 2023. In total, the transfer of 2 million USD was documented within the scope of the corrupt scheme’s implementation.
