Over 5,000 amendments: Verkhovna Rada committee supports 2027 State Budget in first reading

The Verkhovna Rada Budget Committee recommended adopting the 2027 State Budget in the first reading after processing 5,236 amendments

The Verkhovna Rada Budget Committee has processed 5,236 amendments to the draft State Budget for 2027 and recommended its adoption in the first reading. Committee Chairperson Roksolana Pidlasa stated that the amendments have been converted into 88 budget conclusions. The estimated date for the parliament to review the draft is October 28. This was reported by Minfin, according to the portal PromPolitInform.

The Verkhovna Rada Budget Committee has reviewed 5,236 amendments submitted by MPs to the draft State Budget for 2027 and recommended that parliament adopt the bill in the first reading. This was announced by Committee Chairperson Roksolana Pidlasa.

According to her, the committee converted the amendments into 88 budget conclusions. The committee proposes making the main changes during the revision of the draft for the second reading. The Verkhovna Rada is expected to consider the State Budget in the first reading on October 28.

Roksolana Pidlasa noted that the committee approached the amendments realistically, taking into account the financial condition of the state in 2026 and 2027. Most of the deficit is covered by partners, so any additional expenditures without a funding source will only increase this need. The committee did not include figures in the budget that would later be impossible to implement.

The proposed changes concern national security and defense, education and science, healthcare, local budgets, economic support, social protection, and public administration.

Education

The committee instructed the government to find funds for a pilot project on reforming teachers’ salaries. It also envisages checking the possibility of increasing subventions to communities for shelters in schools and kindergartens, vocational education workshops, and the energy independence of educational institutions.

Defense

The committee instructed the government to elaborate on increasing the financial support for military personnel, the possibility of doubling state guarantees for defense industry enterprises up to UAH 60 billion, increasing expenditures for the construction and procurement of housing for ZSU servicemen, and creating a new subvention for local budgets to fund centers preparing citizens for national resistance.

Healthcare

The committee added UAH 150 million for the procurement of medicines for autoimmune and neuromuscular diseases of the nervous system. The government was also instructed to find funds for the treatment of patients with achondroplasia, Duchenne muscular dystrophy, and osseointegrated prosthetics for veterans.

National Cashback

The committee proposed banning the payment of “National Cashback” from the budget program supporting production and entrepreneurship, as well as studying the possibility of completely abolishing this state-funded payment.

Privatization

The committee proposed allowing large-scale privatization auctions with a reduced starting price in 2027, which will help sell unprofitable assets.

Local budgets and regional development

The committee instructed the government to elaborate on allocating 4% of personal income tax (excluding military) to local budgets, as well as balancing this amendment since the state budget would lose UAH 18.2 billion. The possibility of not withdrawing the reverse subsidy from local budgets and increasing expenditures for compensation for destroyed housing is also being considered.

Support for farmers

The committee instructed the government to develop increased support for agricultural producers, particularly in risk-prone farming areas affected by hostilities, increase the volume of preferential loans for farmers, and introduce compensation of up to 75% for the construction of livestock farms (up from the current 50%).
