Neutrality of Ukraine and limits on the size of the Armed Forces are not up for discussion
President Volodymyr Zelenskyy stated that US Special Envoy Steve Witkoff has passed a document containing American proposals on ending the war to the Russian side. The President emphasized that the document is not a final plan, but rather a subject for discussion. This was reported by RBC-Ukraine (Юлія Капітонова), according to the portal PromPolitInform.
According to the head of state, the Ukrainian side has clearly outlined the impossibility of discussing neutral status or military reduction. These positions remain fundamental and unchanged for Kyiv.
Regarding territorial issues, Zelenskyy stressed that these fall exclusively under the purview of national leaders. Despite the fact that the American side periodically raises the topic of a potential territorial exchange, Ukraine does not intend to agree to such conditions.
Security guarantees and the role of NATO
Beyond territorial aspects, the proposals include the issue of NATO accession and security guarantees. Ukraine insists on involving the US and European partners in the process of providing commitments that would prevent renewed aggression by russia.
The President clarified that the discussion of security guarantees must take place at the level of specialized technical groups. At the same time, he denied that the transmitted document serves as a directive for the Kremlin to approve.
Negotiation process mechanism
The President assured that final decisions will be made with the participation of all parties, rather than under pressure or the dictates of the Russian side. The American proposals are currently undergoing an active discussion phase with Ukrainian officials.
Due to existing agreements with the US, certain details of the document’s content remain confidential for the time being. This applies, in particular, to the list of so-called red lines that Kyiv reserves for itself.
