Safety protocol: how passengers should act in case of threats on Ukrzaliznytsia trains

Ukrzaliznytsia has published instructions for passengers on how to act in the event of conflicts or safety threats during a train journey. The company has implemented mechanisms for summoning conductors, using panic buttons, and involving law enforcement.

This was reported by RBC-Ukraine (Сергій Козачук), according to the portal PromPolitInform.

In the event of violence or misconduct on a train, the priority is to notify the conductor, who maintains direct communication with the train manager and the militarized security guard. Where technically available in newer cars, passengers may use the emergency call button located above the compartment door next to the lighting control panel.

To document the incident, passengers are advised to use photo or video recording if it does not pose additional risks to the victim. Upon receiving a report, the staff is obligated to clarify the details of the incident and relocate the involved parties to separate compartments until the situation is resolved.

Procedure for involving law enforcement agencies

The train manager must offer to summon the police to the nearest station, although the passenger retains the right to insist on involving law enforcement to file a report and detain the aggressor. If the train crew remains inactive, victims can contact the 24/7 contact center at 0800-503-111 or via official Ukrzaliznytsia chatbots.

In extreme cases, the train dispatcher is authorized to make an unscheduled stop to hand over the offender to the police. Evidence gathered from eyewitness accounts and personal device recordings significantly simplifies the process of documenting the offense.

Car equipment and additional security measures

Currently, approximately 15% of the operational rolling stock is equipped with video surveillance systems and emergency communication buttons. New cars are further fitted with alarm systems that detect unauthorized attempts to open compartments from the outside.

Under martial law, the carrier emphasizes the importance of strict compliance with staff instructions during travel. Specific recommendations are provided for actions during air raids at railway stations, where passengers must immediately proceed to shelters, avoiding lingering on platforms or within station buildings.
