The highest decline in the number of applications was recorded in the youth employment segment
Ukraine is facing a persistent labor shortage in many sectors, despite regular salary increases. According to data from the OLX Work platform for July 2026, the number of applications for vacancies has decreased in a number of sectors, despite a rise in median income. This was reported by Socportal citing OLX Work, according to the portal PromPolitInform.
Labor market analysis indicates structural changes caused by the consequences of the war, including mobilization processes, population migration, and demographic challenges. Rising wages are no longer a sufficient incentive to attract professionals, as job seekers increasingly prioritize additional benefits such as exemption from military service, flexible working hours, or hybrid work formats.
Dynamics of supply and demand
The most significant decline in applicant activity was recorded in the “Career Start / Students” category, where a 24.7% salary increase was accompanied by a 26.3% decrease in applications. A similar trend is observed in the “Beauty / Fitness / Sport” sector, where the number of responses to ads fell by 24.3% against an 11.3% pay rise. In retail and sales, while remuneration increased by 15.8%, the number of interested candidates fell by 22.4%.
In the manufacturing sector, employers increased the median salary by 26.4%, reaching 28,750 UAH, but the influx of new personnel decreased by 9.4%. The administrative and HR sector showed a 14% increase in wages, which did not prevent a 10% outflow of candidates. In the agricultural sector, despite income rising to 30,000 UAH, the number of those willing to work decreased by 7.2%.
Staff retention factors
Employers are forced to rethink their hiring strategies as financial motivation loses its exclusive role. Experts point to the growing importance of forming inclusive teams that recruit veterans, women for traditionally “male” roles, and older specialists. Currently, only those companies that provide stability, professional training, and comfortable working conditions remain competitive.
In the real estate segment, salary levels rose by 6%, but the level of applications dropped by 5.7%. The logistics, warehousing, and delivery sector recorded revenue growth to 30,875 UAH while applicant activity fell by 5.1%. Stability in application numbers was maintained only in the “Education / Translation” sphere, where the indicator remained at 6.9 reactions per vacancy amid a general 20.7% wage increase.
