Ukrainian intelligence intercepted documents outlining Russia's strategy for strikes on the energy grid
Energy Minister Denys Shmyhal stated that Ukrainian intelligence intercepted two documents in which Russia detailed its plans to attack Ukraine's energy infrastructure for the upcoming winter. He said the enemy specified targets, as well as the quantity and types of weapons needed to destroy them. This was reported by Glavcom, according to the portal PromPolitInform.
Ukrainian intelligence services intercepted two documents outlining a detailed strategy for Russian military actions against Ukraine’s energy system for the upcoming winter. Energy Minister Denys Shmyhal announced this during a televised marathon.
According to Shmyhal, the found materials clearly list the targets, as well as the quantity and types of weapons required to destroy them — ranging from ballistic missiles to rockets and conventional drones.
Infrastructure Targets
The enemy is preparing comprehensive strikes on heat and water supply facilities, wastewater systems, power generation units, and interconnectors on the border with Europe and across the Dnipro River. Separate plans have been developed for Kyiv, Kharkiv, Odesa, and million-plus cities.
Ukraine’s Defensive Measures
Ukraine is already taking steps to counter these threats, having constructed over 200 reinforced concrete shelters above priority facilities and procuring repair equipment in partnership with allies.
Shmyhal emphasized that fully protecting the entire energy sector with concrete domes is impossible, and while air defense provides 90% protection, even 10% of missed strikes during massive attacks remain significant.
Despite this, Shmyhal expressed confidence that Ukraine will successfully endure the winter period.
President’s Response
President Volodymyr Zelenskyy stated that if Russia continues to attack Ukraine’s energy system and heating facilities, Ukraine will respond.
The head of state noted that Ukrainians understand the upcoming winter may be difficult, but Russia must also feel the consequences of continuing its attacks. “Ukrainians understand that this winter could be very harsh for us, but in response, we will have no choice but to make it painful for Russia as well,” Zelenskyy said.
