National defense expenditures in the 2027 Russian budget draft are set at 17.1 trillion rubles
The draft federal budget of the russian federation for 2027 projects revenues at 43.3 trillion rubles and national defense expenditures at 17.1 trillion rubles. The document contains understated deficit and spending figures, indicating continued war financing at the expense of citizens. Financial plans for the next year look unrealistic and will inevitably undergo changes. The three-year budget draft demonstrates new risks for the population, which will have to cover the regime’s expenses. Experts point to three possible ways to solve financial problems at the expense of citizens.
Revenues and tariffs
The forecast for state revenues for 2027 is set at 43.3 trillion rubles, which in nominal terms is 5.1% higher than this year’s expectations. The decrease in oil and gas revenues and the growth of secondary levies will not cover the budget’s needs. Among the innovations for the population are accelerated increases in utility tariffs and targeted ruble depreciation. The latter will generate an additional 0.8 trillion rubles in import VAT for the treasury.
Defense expenditures
The expenditure plan for 2027 sets total spending at 48.7 trillion rubles, matching the current period’s figures. National defense spending is declared at 17.1 trillion rubles, although amounts traditionally increase during execution. A similar situation occurred in 2026, when an additional 4 to 5 trillion rubles for military needs had to be added to the initial plans. Real federal budget expenditures in 2027 could reach 53 trillion rubles with a deficit of about 10 trillion rubles.
Inflation and national debt
Among the methods of shifting financial problems onto citizens is accelerating inflation and lowering the key rate. Central Bank Governor Elvira Nabiullina promises to reduce inflation to the targeted 4%, but these statements are viewed as a standard ritual. Domestic debt through OFZ bond issuance is projected to grow from 40.2 trillion to 48.1 trillion rubles. Servicing this debt and paying interest on individual deposits in 2027 will reach 13 trillion rubles.
