Market participants will be able to attract capacity from any region of the country
NEURC has decided to expand opportunities for attracting additional generation within the Integrated Power System of Ukraine. The changes are aimed at increasing the resilience of the energy system amid enemy attacks and growing seasonal consumption. This is reported by the portal PromPolitInform, citing information from NEURC.
The regulator made adjustments to the Temporary Procedure for Purchasing Ancillary Services regarding the provision of replacement reserves or tertiary frequency and active power control. This decision was made at a meeting on October 20, 2026, in view of ongoing shelling of energy infrastructure by Russia.
New Rules for Participating in Auctions
The updated rules allow ancillary service providers to participate in transmission system operator auctions regardless of the location of their generating facilities. Previously existing territorial restrictions hindered the full use of resources to stabilize the power grid.
Thanks to this step, it becomes possible to more effectively regulate system and balance constraints. Special attention is paid to the situation in energy hubs where the greatest electricity deficit is observed.
Purpose and Duration of Changes
It is expected that attracting a wider range of producers will help minimize the application of blackout schedules for the population and industry. This should ensure more reliable operation of the energy infrastructure throughout the heating season.
It is established that the introduced changes will remain in effect throughout the entire period of martial law. In addition, the updated procedure will remain in force for another 30 days after the cancellation of the special legal regime in Ukraine.
