The government has established a Coordination Center for organizing the reservation of liable-for-military-service individuals
On October 23, the Cabinet of Ministers of Ukraine decided to establish a Coordination Center for organizing the reservation of liable-for-military-service individuals. The new advisory and consultative body will deal with coordinating the criteria for enterprise criticality and approving increases in reservation quotas. This is reported by the portal PromPolitInform, citing information from the Cabinet of Ministers of Ukraine, based on data from the Ministry of Economy and Environment of Ukraine.
The newly formed structure will function as a temporary advisory and consultative body under the government. It will include officials from agencies overseeing the economy, security, defense, humanitarian policy, and infrastructure operations. The center’s work will be led by two co-chairs—deputy heads of the Ministry of Economy and the Ministry of Defence of Ukraine.
Tasks and application review deadlines
Among the key duties of the newly created body is the review of document packages from state structures regarding the granting of critically important status to enterprises. The structure will also handle issues concerning the potential deprivation of such status if relevant data is received from law enforcement agencies. A separate area of work will be approving the exceeding of the reservation quota for more than fifty percent of employees.
The regulatory framework provides clear timeframes for decision-making by this structure. The general processing time for appeals from state bodies is up to one month. At the same time, if there is a justified need, state bodies can initiate an expedited procedure in which conclusions are prepared within seven working days.
Clarification of criteria and agency powers
The updated rules require a mandatory review of sectoral and regional requirements for enterprise criticality. Central executive authorities and regional state administrations are required to bring their regulatory acts into compliance with the new requirements within ten days. All updated criteria must undergo a coordination procedure at the Coordination Center.
Despite the emergence of the new institution, final decisions on granting special status to enterprises will continue to be made by authorized state bodies. At the same time, the recommendations and proposals formed by the center are mandatory for consideration by ministries and local military administrations.
