In Ukraine, they plan to significantly change the road legislation in accordance with the norms of the European Union. Bill No. 15200 provides for the introduction of new categories of vehicles, changing age limits for drivers, phased access to the management of powerful equipment and full digitalization of documents.

This is evidenced by the official draft law No. 15200, informs the portal PromPolitInform.

New categories and European standards

The reform aims to bring Ukrainian categories of vehicles in line with EU standards. In particular, the legislation introduces the AM category for mopeds, the speed of which does not exceed 45 km/h. There will also be a category of A2 for motorcycles with a capacity of up to 35 kW.

Special attention is paid to detailing the characteristics of large vehicles. For example, for the subcategory D1, a limit is set: no more than 16 passenger seats, and the length of the vehicle should not exceed 8 meters.

Age limits and supervised driving

The bill proposes to introduce the principle of phased access to the steering wheel, where the ability to drive more complex vehicles depends on age and experience:

from the age of 15 – it is allowed to manage mopeds and light two-wheeled vehicles (AM category);
from the age of 17 – the right to categories B and BE is granted, but only if accompanied by an experienced driver with at least two years of experience;
from the age of 20 – access to powerful motorcycles (category A) is allowed, subject to two years of experience in managing category A2 equipment. Direct access to category A opens only from the age of 24;
from the age of 24 – management of buses (categories D and DE). This threshold can be lowered to 21 years if the person has undergone special professional training.

Legalization of digital documents in “Actions”

The reform provides for full legal equality of electronic driver’s licenses and technical passports with their paper counterparts. Digital documents in the “Action” application can be used as basic ones without the obligatory presence of plastic cards. The procedure for processing and protecting the personal data of the owners of such documents will be additionally determined by the Cabinet of Ministers of Ukraine.

Revocation and Restoration Procedure

The document clearly defines the cases when the driver’s license is considered canceled: expiration, exchange for a new document or loss. Also, the rights are canceled if the owner did not take the finished document from the service center within a year or if the certificate issued for the first time was withdrawn for traffic violations.

For persons deprived of the right to drive by a court decision, the procedure for returning behind the wheel will become more difficult:

Mandatory passage of an extraordinary medical examination.
Successful passing of theoretical and practical exams in the service center of the Ministry of Internal Affairs.
If recovery occurs in a year or later, the driver must pass the exams in the highest category indicated in his documents.

Recall that with the usual loss of the certificate, it is not necessary to pass exams – the document is restored based on data from the registry with the preservation of the validity period (30 years) and all open categories.
