Parliament has finally approved the end of seasonal clock changes
The Verkhovna Rada of Ukraine has passed Draft Law No. 4201 on time calculation, which provides for the abolition of the annual clock change. The document was submitted for the President's signature on August 21, 2024. This is reported by the portal PromPolitInform, citing information from the Verkhovna Rada of Ukraine.
The legislative initiative was introduced by Member of Parliament Ruslan Stefanchuk. Work on the document began in 2020, when the draft was first registered in parliament. Over the following years, the document underwent a series of committee reviews and received expert opinions, including on its compliance with European Union law.
Legislative Process Stages
In February 2021, the draft law was adopted as a basis, after which it went through several stages of revision and repeated second readings. The Verkhovna Rada Committee on Economic Development, chaired by Dmytro Natalukha, repeatedly recommended supporting the initiative with technical and legal amendments. Final adoption in the parliamentary chamber took place on July 16, 2024.
After completing all procedures in the Verkhovna Rada secretariat, the document was endorsed without objections and signed by the Chairman of the Parliament. As of August 21, 2024, the law has been submitted for consideration and signature to the President of Ukraine.
Content and Expert Assessment
The explanatory note to the draft act stated that the proposed changes would not have a direct negative impact on state budget figures. The draft law is aimed at establishing a single time zone across the country and abolishing the practice of switching to daylight saving and winter time, which aligns with the goals of the EU Association Agreement.
