Military registration specialties should complement the professional skills of Ukrainians
Myroslav Hai proposes a review of how mobilized personnel are distributed within the Defense Forces of Ukraine. According to Myroslav Hai, the current system of assigning military personnel to specific roles requires significant reform. Military registration specialties are currently the primary factor for assignment, whereas the unique skills of civilian experts often remain underutilized during an existential war.
Efficient Use of Human Resources
The problem is that highly qualified professionals, including top-level managers, leading engineers, scientists, and psychologists, are often placed in positions that do not correspond to their professional expertise. The author emphasizes that the country spends years and generations training specialists who end up in roles where their intellectual potential is not effectively applied.
Criteria for Appointments
To optimize the performance of the Defense Forces, a Key Performance Indicator (KPI) system for personnel assignment needs to be implemented. Civilian education and background should be the fundamental criteria for determining where a mobilized individual can best serve the state. Military training should be viewed as a tool to supplement the existing professional knowledge of citizens.
